BY‑LAWS  

MIDLAND EMPIRE FOOTBALL OFFICIALS ASSOCIATION

 

Article I                    Name and Purposes

 

Section I.        The name of the association shall be the Midland Empire Football Officials Association.

Section II.     The purpose of this association shall be:

a)      To promote a better relationship between schools and the Association.

b)      To train beginning officials.

c)         To assist all members to become better officials by understanding rules and on field mechanics.

 

Article II                 Membership

 

Section I.        Membership in the association shall be limited to those persons who are registered officials with the State of Missouri, in the sport of football.

Section II.     A person is considered for membership after his name is presented by a present member of the association and he becomes a member after approval of the membership.

Section III.  Every member of the Association shall pay $15.00 per year and follow the standards set up by the Association.

 

Article III              Membership Meeting

 

Section I.        Members shall meet Wednesday evening (a minimum of 4 meetings) during the football season.

Section II.     Every member must attend a minimum of  three meetings during football season.

Section III.  A total of five members shall constitute a quorum at all meetings.

 

Article IV              Officers

 

Section I.      The President, Vice President, Secretary, and Treasurer shall be elected by the members at the first meeting prior to the football season.

a)      The President shall preside at all meetings and perform other duties as assigned.

b)       The Vice President shall preside over meetings in the absence of the President and perform other duties as assigned.

c)         The Secretary shall maintain a membership roster, shall keep the minutes of all meetings, shall make such reports and perform other duties as required of his office.

d)        The Treasurer shall have the custody of all moneys and shall keep regular books on account. He shall disburse funds of the association as may be ordered by the membership and perform other duties as required of  his office

Section II.      Term of  office shall be two years.

Section III.   The officers shall see that all the business conducted is carried on for the betterment of the Association.

 

 

Article I                    Dues

 

Section I.           Membership dues shall be $15.00 per year.

Section II.        The dues are payable at the first meeting and shall become delinquent if not paid by the Third meeting.

Section III.      The dues shall be collected by the Treasurer.

Section IV.      The money shall be used for expenses of the Association. Expenses are stamps, stationary, telephone bills, and other items needed to carry on functions of the Association.

 

 

Article II           Penalties

 

Section I.           Any member not paying his dues by third meeting, shall be dropped from the Association for that year.

Section II.           Any member not fulfilling his duties or assignments given to him by the Association shall be dropped for that year.

Section III.        Any member jumping contracts, switching games, or lowering the Association image shall be dropped for that year.

 

Article III        State Rules and Meetings

 

Section I.           All members shall attend the State football Rules Meeting.

Section II.        All members shall follow the rules set up by the MSHSAA.

Section III.     All members shall wear the uniform that is required by the MSHSAA.

 

 

 

Article IV        By-Laws

 

Section I.           The By-laws shall be reviewed every two years by the newly elected Association Officers and approved by a quorum at first meeting following election of Association Officers.

Section II.        These By-Laws may be altered, amended, repealed or added to by an affirmative vote at any meeting, provided a quorum is present and provide a copy of the proposed amendmend(s) are provided to members at least one week prior to said meeting.
